I presume the health centre is busy which accounts for the, often extremely long, waiting time before calls are dealt with.

Suggested improvements
I think given the circumstances everyone thought they were doing their best. A patient was taken ill in the waiting room and it took 5 members of staff to deal with him. It did seem a bit excessive
