Appointment system cannot cope with demand, one needs to line up in the rain and queue or hold patiently on the phone for near 30 minutes, very unsatisfactory.

Suggested improvements
New system with spread release of appointments, should be able to book appointments in next two weeks, and accept cost if cancelled.
