This was for a POA and the nurses involved were first class, particularly the Phlebotomist who was required to innovate during the procedure - see suggestions below !!
Suggested improvements
Strongly suggest your Phlebotomist is equipped with plastic cylinders which can be filled with hot water and are sufficiently long and of sufficient diameter so that a patient may insert their arm for 5 - 10 minutes. This makes it far easier for the Phlebotomist to draw blood samples from patients where the veins are small and difficult to access.
This procedure is a common trick used in many hospitals to solve this problem and prevent potentially significant delays.
In my case no cylinders / bowls were available so the Phlebotomist had to use rubber gloves filled with hot water and knotted to prevent escape of any water - these were placed on my arm as makeshift 'heat pads' and produced the required effect to expose the veins for easier access to draw blood.
Not rocket science and an easy cost effective suggestion for implementation in both the Portland and Grosvenor facility locations.
